Résumé
Social Justice requires that society protect juveniles, indeed all citizens, so they live productive, fulfilling lives. However, institutions that deliver justice seldom share outcomes data, making it difficult to assess their effectiveness. Through data sharing and analytics, institutions can evaluate their success, and by disseminating outcomes, society can determine whether justice is delivered. We discuss two studies from a research program that examine how data and analytics uncover justice for juvenile offenders and hold institutions accountable for their just treatment.
Case studies and interviews with juvenile justice institutional officers in California’s Transition Age Youth (TAY) pilot program highlight two constructs critical in delivering justice — reflection and transparency – that call for increased data sharing. Reflection refers to internalizing justice-related outcomes within institutions, and transparency refers to making such outcomes open to public scrutiny. We find that incentive alignment, information aggregation, and domain knowledge assimilation are necessary to achieve data sharing among institutions. We propose a Theory of Accountable Justice (TAJ) with these insights.
