Launch of the Pan-African Economic and Financial Governance Institute

The Pan-African Economic and Financial Governance Institute (IPAGEF) was launched on July 25, 2017 at the École Nationale Supérieure de Statistique et d’Économie Appliquée (ENSEA) in Abidjan, Ivory Coast.

This Institute is an initiative of Mr. Issouf Soumaré, Director of International Relations and full professor at FSA ULaval’s Department of Finance, Insurance and Real Estate and Mr. Charles Moumouni, attorney, member of the Bar of Québec, full professor at Université Laval’s Department of Information and Communication and Director General of the International Relations and Strategic Studies Institute in Benin.

Mr. Charles Moumouni believes that governance is the greatest challenge Africa must face on the road to emergence. « We have a perception of Africa as a continent that is poorly governed, where the management of private and public affairs is conducted in a cavalier manner, » stated Mr. Moumouni.

During the launch, a cooperation framework agreement was entered into between the ENSEA and Université Laval.  In attendance were Ivory Coast dignitaries Ms. Ramata Bakayoko-Ly, Minister of Higher Learning and Scientific Research and Ms. Kaba Nialé, Minister of Planning and Development. Ms. Nialé explained that it is increasingly recognized that without governance, emergence is difficult to achieve.

The IPAGEF’s objectives

The IPAGEF’s cofounders wish to pool together training programs from the Ivory Coast, Benin and Canada and expand the body of knowledge with regard to economic and financial governance to meet the need to strengthen the capacity for and renewal of knowledge in African countries, thereby enabling them to become agents of their own economic, social and cultural development.

To achieve this, the Institute will, among other things, provide academics with a platform on which they can exchange about best practices, how to popularize them, and develop instruments these countries can use to improve their performance across all sectors.
